Project Overview

Founded in December 2019, WCP operates express passenger rail services on the West Coast Main Line, between London Euston, the West Midlands, Shropshire, North Wales, Liverpool, Manchester, Carlisle, Edinburgh and Glasgow. In 2026, it will introduce passenger services on the new, £98bn High Speed line between London Euston and Birmingham, following by further line extensions to Manchester and Leeds.

WCP was required to deliver the HS2 Operational Report as part of its Franchise Agreement, which set out the challenges and mitigations for delivering Phase 1 services on HS2 in 2026 and beyond.

Worked with 3 core workstreams covering 13 technical areas, including performance, rolling stock and customer experience.

Conducted extensive analysis and worked with workstreams to understand and describe identified issues and solutions.

Collated all issues into an interlinked narrative, which converged on the core issue of delivering 2-minute (120 second) dwell times and 18 trains per hour in Phase 2B.

Created new Microsoft Word document templates for the business.

Achieved all review and sign off gateways.

Results

A 250 page report was successfully produced on time for submission to DfT/HS2, which enabled HS2 Limited to make key design considerations for the signalling and control procurement of the route.
